Proposal #1 – Dan Parson
Proposed:
1) The event known as Student Congress have it's name changed to Congressional
Debate
2) Congressional Debate would be treated at the state tournament as a Debate
only event.
3) All appropriate housekeeping be applied to reflect this change (ex: Super
Congress schedule in only the "D" pattern)

Conflict Patterns
A student may not enter two events scheduled at the same time. A student may
enter two events scheduled at different times in different conflict patterns.
with the exception of Student Congress. No
student may double enter in the Student Congress conflict patterns.
The following
conflict pattern shall be in operation at the State Tournament:

Entries
Student Congress
participants may double enter in any other event at the State Tournament so
long as the other event is not in the same time schedule conflict pattern.
The intent is that the student would be able
to compete in both events with out being absent for any aspect of the
competition in either event.
EXCEPTION: Student Congress
participants may NOT double in both Student Congress Patterns.

Membership Voting
The top ten ranked
legislators from the given conflict pattern will then advance to super
congress. If only one house is in
session during the preliminary rounds
within a conflict pattern, the top
ten twenty legislators will
advance to super congress. If two houses are in session during the preliminary
rounds within a conflict pattern,
the top five ten
legislators will advance to super congress from each house. If three houses
are in session during the preliminary rounds
within a conflict pattern, the top
three six legislators
will advance to super congress from each house.

Super Congress
a. The
top ten (10) twenty (20)
best legislators from both student
congress patterns will advance to Super Congress. No more than
twenty (20) legislators will advance to Super Congress.

8.3.3.D.9
Following the fifth session
of Congress, the Parliamentarian shall make available, in no particular order,
his/her top seven preferences for overall best speaker. The membership will
individually rank these one through seven. The Parliamentarian and the fifth
session judge or judges will tally these preferences. These totals will
determine the membership's ranking of these seven students. This membership
ranking is then multiplied by five, so that the voted ranking of the
membership will weigh the same as that of the judges from all five sessions.
In the final membership vote all participants not receiving a rank of 1-7 will
be ranked 8
In the event of a tie, the
Parliamentarian’s preference will be added. If the tie is still not broken,
the judges’ preference will be added. If still not broken, the judges’
preference will be added.
The parliamentarian will
not reveal his or her ranks to the membership. The ranking ballot used by the
parliamentarian should have "Parliamentarian" clearly marked on it. This
ranking shall only be used to break a tie.
At the end of
all sessions, the judges' rankings from each session will be added together,
and the parliamentarian ranking will be included.,
along with the membership ranking times five.
Final placement will be determined by the lowest total cumulative score
receiving first place, etc., on to the highest total receiving last place. In
the event of a tie, the parliamentarian’s preference will prevail. The top ten
ranked legislators from the given conflict pattern will then advance to super
congress. If only one house is in session during the preliminary rounds within
a conflict pattern, the top ten legislators will advance to super congress. If
two houses are in session during the preliminary rounds within a conflict
pattern, the top five legislators will advance to super congress from each

from each house.

together, and the parliamentairian ranking will be included.,
along with the membership
ranking times five. Final
placement will be determined by the lowest total cumulative score receiving

will have the tab room staff determine those legislators who advance to super
congress. The same procedure will be used to determine the top six legislators
in Super Congress.

total receiving last place. In the event of a tie, the parliamentarian’s
preference only will prevail.

On page 101 change the rule:
“The use of laptop computers shall be allowed in policy debate competition, as
outlined in the NFL National Tournament Manual effective on the first of
January immediately preceding the state meet.”
To:
The use of laptop computers shall be allowed in Public Forum, Lincoln
Douglas, and Policy debate as outlined in the latest NFL National
Tournament Manual. effective on the first
of January immediately preceding the state meet
( note: The use of laptop computers in all debate events is
permitted at the NFL National Tournament. (pg. 27))

8.3.3.B.1.d. Individual events, extemporaneous speaking, procedures
Add the addition to the extemp rules to follow the rules outlined on page 30
of the District Tournament Manual Handbook
This would add the inclusion of the rule for the allowance of laptop computers
in extemp
The use of laptop computers in extemporaneous speaking is permitted as
outlined in the most current version of the NFL National Tournament.
